Of course, members of the military under Hussein's rule will be allowed to participate in the new republic's military. To disallow them would be disingenuous. After all, at its height, the Iraqi military boasted 1.2 million souls, most of whom were conscripted by penalty of death. In a country of 6.2 million males aged 15 to 64, it'd be hard to find someone of fighting age who had not been in Hussein's military.
