The article by the AP is rather poor in taste. All news organizations should make it a policy to refuse to call dictators by democratic titles. Fidel Castro is no more the President of Cuba than Mickey Mouse. He is the ruler of Cuba - or the dictator. The article notes that he has designated his brother as his "successor". What, no successor election? Perhaps the brother will only win with 97.8% of the vote.
The Bush administration response is awesome.
When asked whether the United States wished Fidel Castro a speedy recovery, Richard Boucher of the State Department responded, "The Bush administration has little concern in Castro's health". Nicely put. Neither do the people of Cuba.
